Felipe O'Ryan is a Chilean lawyer with a Master’s in Public Policy from the Hertie School in Berlin. He brings over five years of experience in public policy, having worked across government institutions, political parties, NGOs, and international organizations in Latin America and Europe. His career has focused on designing and implementing policies that address complex governance issues and drive sustainable development.
Felipe began his career as a legal advisor in Chile’s Ministry of the Interior, where he worked on governance and policy challenges tied to social equity and human rights. He played a key role in addressing conflicts involving indigenous communities, coordinating multi-stakeholder processes, and drafting strategies to promote social cohesion. This experience honed his ability to navigate politically sensitive situations while keeping long-term policy goals in focus.
As the National Coordinator for Evópoli, one of Chile’s emerging political parties, Felipe was responsible for strengthening the party’s organizational structure and expanding its outreach. He led strategic campaigns to increase public engagement and supported the development of policies that emphasized liberal reforms and modern governance. Under his leadership, the party grew its national presence and built strong alliances with other political actors, establishing itself as a significant force in Chilean politics.
On an international level, Felipe served as the Program Manager for Latin America at the International Federation of Liberal Youth (IFLRY). In this role, he supported advocacy and training programs to empower young leaders and promote democratic values across the region. Working closely with partners from diverse political and cultural backgrounds, he facilitated dialogues on pressing issues such as climate action, governance, and human rights, creating a platform for regional collaboration.
Currently based in Berlin, Felipe works as a consultant, advising organizations on public policy, program development, and stakeholder engagement. His work bridges local and international contexts, focusing on delivering practical and sustainable solutions. Drawing from his diverse experience, he provides strategic guidance on complex projects, ranging from policy innovation to fostering partnerships between public and private actors.
Felipe’s academic background at the Hertie School equipped him with a robust understanding of policymaking and governance in global contexts. The program emphasized evidence-based approaches, which Felipe applies to his work to ensure that his recommendations are grounded in data and aligned with best practices. Combined with his legal training, this foundation enables him to approach challenges with analytical precision and a clear sense of justice.
Beyond his professional pursuits, Felipe is passionate about exploring the intersection of culture, history, and politics. He enjoys biking and walking through Berlin’s neighborhoods, visiting museums and cultural landmarks, and attending music performances. An outdoor enthusiast, Felipe spends his free time hiking, cycling, and playing rugby. He finds these activities a refreshing way to disconnect, stay active, and connect with others while drawing inspiration from the natural world and the sense of teamwork they foster.
Felipe’s journey is a testament to his dedication to public service and his knack for navigating the complex interplay of social, political, and cultural dynamics. How does he manage to adapt and contribute across such diverse regions and sectors? A mix of curiosity, determination, and, perhaps, an unreasonable amount of coffee—but hey, it works!
