The Moroccan new development model is designed by Moroccans, with Moroccans and for Moroccans. It results from a broad interaction with several fringes of the population in their dwellings, in particular, in the most remote areas of the country.

This model is part of the existing constitutional framework, in phase with the organization of powers that defines and provides it with a vision of development which tends to make the promises of the Constitution effective.

The development model defines a national ambition and proposes a "credible and achievable path of change", indicates the Special Commission on the Development Model (CSMD) in a summary of the report, which was presented during a ceremony chaired by His Majesty King Mohammed VI, at the end of May, at the Royal Palace in Fez.

"The development model proposed in this report is neither a miracle solution to the dysfunctions noted, nor a compilation of sectorial policies and even less a manual for a government or partisan program", indicates the summary of this report which is a response to the mandate, that His Majesty the King has given to the CSMD in 2019.

This model embodies a renewed way of conceiving development. It is a more participatory way which associates all the actors and shows that the future of the country is possible with the citizens and the actors of the development and that it can lead to constructive proposals adapted to the realities on the ground.

This approach has also made it possible to measure the thirst for participation, inclusion and empowerment, especially among young people who hope to be equipped with the means to decide for themselves on their life path.

History and diversity’s importance for the new development model

The development model is nourished by the centuries-old history, which forged the national identity and enriched it with multiple cultural impacts, and establishes the Moroccan citizen as an autonomous actor who takes charge of their destiny.

This historical depth, which founds the specificities of Morocco as a crossroads of civilizations and land of peace, dialogue and coexistence, also predisposes it to actively contribute to the construction of the new world; a world shaken by the pandemic of Coronavirus (Covid-19), whose post-crisis contours are barely visible on the horizon.

Thus, the synthesis indicates that the new model is a proposal for a development path, a general call for mobilization and work to accomplish, under the enlightened leadership of His Majesty King Mohammed VI, Morocco as well as all the citizens want it collectively. Its success requires a new form of collective organization, allowing all Moroccans, in their diversity and richness, to work together for the same objectives and to live with dignity.

The Moroccan new model of "today for tomorrow"

Based on the achievements of the Kingdom and drawing its material from an approach of listening and consultation unprecedented in its scope, the report of the CSMD is structured around three main parts relating to:

  • the Morocco of today and the world to come;
  • the new development model: the Morocco of tomorrow;
  • the levers of change.

The report highlights the exceptional development potential available to Morocco. Strengthened by its unity around HM the King, guarantor of the superior interests of the Nation, of its stability and of its democratic choices, Morocco is able to mobilize its population and all its living forces, in their plurality, to project itself collectively towards a new development ambition.

The assets of Morocco, in which concerns its geographical position, its centuries-old history, its unique intangible capital as well as the potential of its women and men, predispose the Kingdom to become a pioneer country in action in the service of the well-being of its citizens and building a better world, argued the same source.

A peaceful world open to dialogue and cooperation, a world respectful of human dignity, concerned about the preservation of the diversity of natural ecosystems and ecological balances, specifies the CSMD.

Realizing the model’s objectives through people’s skills

The new development model proposes as a common ambition, that of a prosperous Morocco, a Morocco of skills, an inclusive and united Morocco, a sustainable Morocco and a daring Morocco.

This ambition essentially calls for mobilizing all of the country's potential by placing people at the heart of public policy priorities, both bearer and beneficiary of the development process.

It is in line with the pressing expectations expressed by citizens in search of participation, empowerment and recognition.

To this end, the CSMD announces that it is proposed that this ambition will be "translated into targeted development objectives, ambitious but quite within reach", which would propel the Kingdom in many areas to the top third of the various rankings. Among these objectives are the doubling of gross domestic product per inhabitant by 2035, mastery of basic learning at the end of the primary cycle by more than 90% of students, the increase in the number of doctors per inhabitant to achieve WHO standards, the reduction to 20% of the share of informal employment, the widening of the participation rate of women to 45%, against 22% in 2019, a level of citizen satisfaction with the administration and utilities by more than 80%.

This ambition requires the full mobilization of national and local skills, which must be better prepared and equipped to meet the challenges of development, in a context that has become increasingly complex and unpredictable, according to the summary available on the website of the CSMD.

The interdependent and complementary components of Morocco’s new model

There are three components in this model, which together form a coherent and integrated system, likely to accelerate Morocco's transition to a new balance that creates more economic, social and institutional value.

It is initially an ambition that sets the course, gives directions and mobilizes all the actors around a collective and unifying project. To attain achievable and clear objectives.

It is also a question of a development benchmark, a central and transformational element of the new model, based on a new organizational doctrine around the role of the State and on a clarification of the interactions, principles of action and responsibilities of the actors.

This repository also includes strategic steering and change management system, to constantly ensure the effectiveness of the implementation and the consistency of the action with the course and objectives.

This also concerns choices and strategic orientations to achieve the proposed national ambition, in line with the ambition and the new benchmark, in the fields of the economy, human capital, inclusion, and regional development.
